SPD Director, Lauds 5 of its Personnel

The Southern Police District (SPD) under the watch of PCSUPT JOSE ARNE M DE LOS SANTOS has cited five (5) of its personnel from  Las Pinas City Police Station this morning during the Traditional Monday Flag Raising Ceremony held at HSPD Grandstand, Fort Bonifacio, Taguig City for their swift action  which led to the successful arrest of Julius Balwarte y Longco and James Fernandez y Lagasca of Las Pinas City, suspects in a series of Robbery Hold-up incidents and charged of violation of PD 1866 (Illegal Possession of Firearms and Ammunitions) that transpired along Zapote-Alabang Road, Shell Station, in front of Perpetual Help University, Pamplona 3, Las Pinas City while conducting checkpoint (OPLAN SITA). Recovered pieces of evidence from the suspects were one (1) caliber .45, one (1) magazine, eight (8) live ammunitions, one (1) bladed weapon 10.5 inches long and one (1) Honda XRM motorcycle color red with plate number NQ-915 and assorted clothes.

PCSUPT DE LOS SANTOS lauded PINSP ALLAN MERCADO, PO3 Rodel Hufancia, PO1 Ruel Lacuesta, PO1 Eric Ponce and PO1 Max Von Parisan for their outstanding display of teamwork leading to the successful conduct of police operation that resulted in the arrest of the perpetrators, confiscation of firearms with live ammunitions, bladed weapon and motorcycle from of the suspects and the filing of cases in court.

The actions undertaken by the SPD leadership is only a way to strengthen  its reward system of ensuring that all performers will be rewarded for the active support in the performance of their duties in maintaining peace and order in the Southern Metropolis.###

Iranian National Complained of Three Counts Acts of Lasciviousness

An Iranian national, identified as HASSAN ARABSADEH were complained of Three Counts Acts of Lasciviousness before Women’s and Children’s Protection Desk of the Muntinlupa City Police Station at about 3:20 AM of January 29, 2011. Complainants JANELYN DIÑO, TRINITY CONSTANTINO and LYKA PALMA GIL averred that the incident took placed around 1:00 a.m. of January 29, 2011 at 22nd floor of Bellevue Hotel Northgate Alabang, Muntinlupa City. Suspect HASSAN ARABSADEH allegedly approached victims and suddenly embraced and touched their breasts. One of the victims companion, Homer Razado, intervened which resulted in a physical confrontation with the suspect, who later suffered injuries. Suspect was brought to Asian Hospital for Medical Treatment.

Arrest of 16th Most Wanted

(MARLON INOCENCIO y LICUANAN by virtue of Warrant of Arrest)

Elements from Warrant and Subpoena Section of the Pasay City Police Station  led by PINSP GERONIMO C DIAZ conducted police operation at Inocencio St., Pasay City at about 1:00 p.m. of January 27, 2011  which resulted to the arrest of Marlon Inocencio y Licuanan, 26 years old, single, jobless, resident of 410 Inocencio St., Pasay City  and listed Number 16th Most Wanted Person in Pasay City by virtue of Warrant of Arrest in criminal case no. 09-01092-95CR for Violation of Sec 5 par b of RA 7610 issued by Hon. Judge Tingaran U. Guiling, RTC, Branch 109, Pasay City order dated November 3, 2009 with recommended bail of Php 200,000.00 each count (4counts) and CC # 08-07552CR for Violation of Sec 10 RA 7610 issued by Hon. Judge Tingaran U Guiling, RTC Branch 109, Pasay City order dated September 4, 2008 with recommended bail of Php 80,000.00 for his temporary liberty.

Subject arrested person was brought to Pasay City Police Station for documentation prior to his submission to the court of origin for proper disposition.

Two (2) Persons Arrested for Violation of RA  9287

Two (2) persons were arrested by elements of  Pasay City Police Station  in two different places in Pasay City for violation of Republic Act 9287 (An act increasing the penalties for illegal numbers games, amending certain provisions of Presidential Decree No. 1602, and for other purposes). Arrested suspects were identified as CATHERINE AGAD y GUCOR, 38 years old, single, vendor and presently residing at Castillo Bldg., Aurora Blvd., Pasay City, who was caught in the act of soliciting bets from possible bettors at the Apple City Bus Terminal, EDSA, Pasay City  at about 8:45 a.m., January 27, 2011 and MONICA CABURNAY y ABELLA, 50 years old, married, jobless and residing at No. 1469 Galbani St., Barangay San Isidro, Makati City along Buendia Avenue corner Tramo St., Pasay City at around 2:00 p.m. of same day .

Seized from suspect AGAD’s possession are  lotteng stub (Red color for 6/42 and Green Color for 6/49) and cash bet money  amounting to Php 290.00.While CABURNAY are sixty one (61) pages of 49 Super Lotto Stab, ballpen and bet money amounting to Php 300.00 in different denominations.

Suspects were booked and charged before Pasay City Prosecutor’s Office’s thru Duty Inquest, Asst. City Prosecutor JOSEFINA F MUEGO , docketed under IS XV-13-INQ-11-A-00117 with the evidence presented.

Arrested Wanted Person (Arrest of Mario Concepcion y Dela Cruz)

At about 7:00 a.m. of January 27, 2011, elements of Warrant and Subpoena Section of Muntilupa City Police Station led by SPO2 Antonio Baliling with two (2) others conducted Police Operation at Brgy. Sucat, Muntinlupa City, which resulted to the arrest of MARIO CONCEPCION y DELA CRUZ, 61 years old, married, Businessman and a resident of 110 1st Street, Patio Homes, Sucat, Muntinlupa City by virtue of Warrant of Arrest issued by Hon. Judge JUANITA T. GUERRERO of the Regional Trial Court Branch 204, Muntinlupa City for ESTAFA with Criminal Case Number 11-012 Under Art. 315, Par. 2 (a) of the RPC.

Arrested suspect was brought to Warrant and Subpoena Section of Muntinlupa City Police Station for proper documentation and presently detained at Criminal Investigation Section Detention Cell, prior to be turned-over to the court of origin.###

Woman who Handed the Gift-Wrapped Bomb in Chua’s Residence Questioned

The Southern Police District (SPD) had already in its custody the woman who was positively as the one who allegedly brought the gift-wrapped bomb to Chua’s former residence in Pascor Subdivision at Brgy Sto. Nino, Paranaque City that killed Ivonne Chua  y Padilla, 31 years old in her house in Taguig City last December 29.

The woman was tracked down by the Special Investigation Task Group Mahogany headed by PSSUPT FEDERICO CASTRO, Deputy District Director for Operations (DDDO) in her house in Famy, Laguna after almost a month of intense search for her. The woman was invited to the SPD Headquarters for questioning were she was accompanied by her father in going to Manila.

During the questioning the woman denied involvement in the killings but the identification of the security guard who received the package from her on December 28, 2010 will prevail over her denial.

Murder and Frustrated Murder charges will be filed against the woman before the Department of Justice (DOJ) on Monday.###

Update on the Explosion Incident Inside Newman Gold Bus Liner

Another victim identified as Irish Teniola died bringing to five (5) the number of fatalities. Dead victims earlier reported are Shirley Kristel Andes Hausena, Johansson Reyes y De Leon; Mariano Salustiano y Magayaw and Jhonie Dauiaog.

EOD findings show that the explosion was caused by an Improvised Explosive Devise (IED) fashioned from an 81 mm mortar with cellular phone (Nokia 5310 Model) as the triggering device.

Based on the interviews conducted on Mr. Maximo Peligro and Michael Jaralve, the driver and conductor of the bus respectively, two (2) persons wearing black T-shirt boarded the said bus near Heritage Hotel, EDSA, Pasay City, asked the driver if the said bus will pass Ayala, and seated at the right side of the bus. Said persons alighted in Malibay, Pasay City, a few kilometers from Heritage Hotel.

An in-depth investigation is still being conducted by the Special Investigation Task Group (SITG).###

Explosion Inside a Newman Gold Liner Bus

An explosion incident transpired at about 1:50 P.M., this date inside a Newman Gold Liner passenger bus bearing plate number TXJ 710 plying the route of Baclaran –SM Fairview, driven by Maximo Peligro and its conductor Michael Jaralve, while traversing along EDSA/BUENDIA Avenue Northbound exploded injuring several of its passengers and causing death of others. Victims were identified as:

There were 18 confirmed victims to the incident, ten (10) were brought to St Luke Hospital in Global City, Taguig, six (6)  in Ospital ng Makati- Malugay, one (1) in Ospital ng Makati-PEMBO and one (1) in Makati Medical Center, Makati City. Fourteen (14) persons were injured (9 female, 5 male) while 4 were dead on arrival (3 male and 1 female).###

Taguig City Government  Cited   3 Taguig PNP for their Honesty

Three (3) Taguig PNP personnel were cited by the Taguig City government this morning at 8:00 o’clock during the Monday Flag Raising Ceremony at Taguig City Hall quadrangle. The three (3) that were awarded by no less than Honorable Mayor Lani Cayetano were PSI FERNANDO LIPATA, SPO1 Clemente Orpilla and PO2 Sadar Arab.

The three (3) policemen were lauded  by the City government of Taguig for their honesty and alertness in the performance of their assigned duty  for returning one (1) black attache’ case  found along DBP Road, FTI Complex, Taguig City  while patrolling and monitoring the traffic flow in the area. The attaché case contained USS 2,549.00 equivalent to Php 115,000.00; Php 3,400.00, several pieces of signed blank checks, different travel documents and American passport owned by   Fr Dean William of Everest Academy, Global Fort Bonifacio, Taguig City.

The recovered attache’ case and all its contents were returned to its rightful owner, Fr Dean William.

The actions undertaken by the policemen only bespeak well of their commitment to serve and protect the people, and regained the trust and confidence of the people to the PNP, thus adding more prestige and glory to the SPD and the PNP Organization as a whole. ###

Suspect for  Robbery and Illegal Possession of Firearm

and Ammunitions Arrested

Suspect for  Robbery and Illegal Possession of Firearms and Ammunitions were arrested  by elements of Makati City Police Station on January 21, 2011 along  the stretch of JP Rizal St., Brgy Tejeros, Makati City after forcibly taking the bag  with cash money amounting to Php 262,225.25 intended for the payroll of employees working at One Rockwell Project from Alex Dumrique, utility messenger together with  Rodolfo Licuanan y Manalili, time keeper of Kalayaan Engineering Inc. at about 5:10 p.m. of January 21, 2011.  Arrested suspect  who was positively identified by victims Dumrique and Licunan together with the taxi driver, Romeo Garing Jr, as one of the four (4) suspects who held them up was identified as FREDDY PEGEJOTO y PALEN, 24 years old, jobless with given address at Paladanan, Valenzuela City (under custody) Found also  in the suspects  possession is one (1) cal.45 pistol with SN 7522731 with one (1) magazine loaded with seven (7) live ammunitions tucked on his waist.

Initial investigation conducted revealed that the at about 5:10 PM January 21, 2011, Rodolfo Licuanan y Manalili, time keeper and Alex Dumrigue, utility messenger have just left their office Kalayaan Engineering Inc. bringing along with them cash money amounting to Php 262,225.25 intended for the payroll of employees working at One Rockwell Project onboard a taxicab on the way to the site, while traversing the stretch of Fillmore Street Barangay Palanan, Makati City, two (2) unidentified male persons blocked their path and at gun point forcibly took the bag from Dumrigue containing the said payroll money and escaped with two (2) other male suspects as back up, riding tandem in two motorcycles. Victims immediately reported the incident to their office and likewise sought the assistance of the patrolling mobile car MC 2405 of Police Precint 5, Makati City Police Station and chase upon the fleeing suspects. During the hot pursuit operations ,responding personnel from PCP 5 led by PCI ANGELO G GERMINAL  recovered the loot accidentally dropped by the suspects as they escaped and turned it over to the management of Kalayaan Engineering. Further, PCP 1 of Makati City Police Station  personnel led by PCI LIBRETO F BUISAN were able to arrest the suspect when they ran counter the stretch of JP Rizal near Masukol Street Barangay Tejeros, Makati City.

Retired NBI Employee Allegedly Commits Suicide

An alleged suicide incident was discovered at about 6:00 o’clock yesterday afternoon at Blk 9, lot 5, C. Arellano St., Katarungan Village, Poblacion, Muntinlupa City. The lifeless body of victim Atty Alejandro Tenerife y Rodolfo, 69 years old, retired NBI Employee was discovered inside his room by Jean Baria, 17 years old, single, full time housemaid and a native of Limbanan, Camarines Sur. Victim had a gunshot wound on his head and underneath his leg was a  revolver of unknown caliber of firearm. A suicide note was also seen at the crime scene, placed on top of the victim’s table.

The SOCO-SPD was  requested to conduct technical investigation on the incident. Officer on case Orlando Deniega, PO3 Richard Paguyo and PO3 Buenaventura De la Cuesta.###

Suspects Tagged in the Robbery of the Western Union Outlet in Taguig Arrested

Joint elements of  Taguig City Police Station  and members of the Regional Public Safety Battalion Special Task Group (RPSB-STG) during a hot pursuit operations arrested six (6) robbery hold-up suspects tagged in the robbery of the Western Union outlet at E.P. Housing Phase II, Western Bicutan, Taguig City on January 17, 2011 at about 4:45 p.m. One  of the suspects  identified as Mark Pablito, 24 years old and a resident of San Pablo, Laguna was immediately arrested  , who in turn pointed out to the lawmen the safe house of his companion in Old Balara, Quezon City after he was interrogated

With the information at hand, the Taguig City Police Station wasted no time, a flash alarm raised was to all units of NCRPO on information on the suspects and their get way vehicle used. Coordination was likewise immediately conducted with the Talipapa Police Station in Quezon City and proceeded at the suspects safe-house that resulted in the arrests of  Bernardo Pelagio, 20 years old, single from San Pedro, Laguna and Boyet Regildo, 43 years old of Old Balara, Quezon City.  While the remaining suspects were arrested along Katipunan Avenue on board their get away car, a red Honda CRV with plate number CRV 555 by elements of the RPSB-SWAT.###

Taguig Mayor Lauds Taguig City Police

Honorable Lani Cayetano, City Mayor of Taguig lauded the Taguig City Police Station headed by PSSUPT THOMAS APOLINARIO JR., for their swift actions and outstanding display of teamwork in the recent incident of robbery in Taguig City that resulted in the immediate arrest of robbery hold-up suspects inside the Bayad Center on MRT Avenue, Phase II, Barangay Western Bicutan, Taguig City on January 17, 2011 at 4:25 in the afternoon and the filing of appropriate charges in court.

With the active support and full trust given by the City Government to the local police force, the more that the local police force will actively perform their duties and responsibilities in maintaining peace and order in the city.###

Taguig PNP Conducted Security Training Seminar to

Barangay Security Force (BSF)

The Taguig City Police Station led by  PSSUPT THOMAS K APOLINARIO JR., has begun training and improving the skills of the Barangay Security Force (BSF) members in its effort of transforming the latter into more effective partners in combating crime and in maintaining peace and order.

The security training seminar dubbed as “Barangay Security Force and Investigators” was held this morning at Barangay Sta Ana Covered Court from 8:00 a.m. to 5:00 p.m. attended by the members of the BSF from Barangay Sta Ana and village officials led by Chairperson Obet Flogen.

The said training seminar will be undertaken in all of the 28 barangays of Taguig wherein BSF members will be taught on the proper techniques in securing the community for crime prevention and how to become vigilant especially to those new faces in the area. Likewise, they will be trained in the conduct of the proper procedure of implementing laws so that every action lodged against criminals is deemed legal and within the bounds of the law.###

SPD Releases Artist’s Sketch of Gift Bomb Bearer

The Southern Police District (SPD) released this afternoon the sketch of the mysterious lady who reportedly brought the gift wrapped bomb to the Chua’s residence at # 168 Veronica De Leon St., PASCOR Subd, Brgy Sto. Nino, Paranaque City that killed Yvonne Chua, 32 at there house in Mahogany Subdivision, Taguig City last December.

The sketch showed a woman, aged 22-25 years of age, in dark sunglasses, with shoulder length hair and about 4’11” to 5’1” tall as described by the security guard who received the package intended for Yvonne Padilla y Chua on December 28, 2010 at there residence in Paranaque City.

PSSUPT FEDERICO CASTRO JR, Deputy District Director for Operation (DDDO)/Task Group Mahogany Commander, said that SPD was still in the process of identifying the woman’s identity. Hopefully, through the picture, the taxi driver who drove the woman in PASCOR Subdivision between the hours 5:30 p.m. to 6:30 p.m. last December 28, 2010 will cooperation with SPD-PNP.

SPD is appealing to the public and to the taxi driver to come out in the open and help the PNP solved this gruesome killing.###

Welcomes 21 Graduating Cadets of PNPA

PCSUPT JOSE ARNE M DE LOS SANTOS, PhD., District Director and the members of its Command Group welcomes twenty one (21) graduating cadets of the Philippine National Police Academy (PNPA) Class 2011 at Headquarters, Southern Police District, Fort Andres Bonifacio, Taguig City this morning at 10:30 a.m. for their 2 weeks Cadet Attachment Program (CAP) with the different units/offices and Police Stations under SPD.

The Cadet Attachment Program (CAP) aims to enhance the knowledge and skills of the cadets by bridging the gap between the theoretical instructions learned at the Academy and realities of police work through experiential learning of actual police administration and operations in preparations for their appointment as Police Commissioned Officers. The role of the cadets will be of “active observers and passive performers”. ###

SPD Supports the Campaign in the Search of Country’s Outstanding

Policemen in Service (COPS)

The information campaign in connection to the 2011 Metrobank Foundation Search for the Country’s Outstanding Policemen in Service (COPS) was held at 8:30 this morning at HSPD Conference Room, Fort Andres Bonifacio, Taguig City immediately after the courtesy call with PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District and members of its Command Group by Mr. Noel Duenas, Chairman Rotary Club of New Manila East (RCNME) with Mr. Eric Umali.

Thereafter, a dialogue/open forum with the members of the Command Group, Chiefs, Directorial Staff, Support Units and their respective Chief Clerks and the Deputy Chiefs of Police for Administration (DCOPA) of the seven (7) Police Stations ensued. During the forum attendees were enlightened as to the purpose and objective of the foundation.

The COPS as an annual search recognizes the shared responsibility between the police and community by honoring exemplary members of the PNP who have worked with their communities in solving and preventing crime and in maintaining peace and order.

It is also one way in which the private sector shows appreciation for the police’s sacrifices in performing their sworn duty to serve and protect the general public and to highlight individuals within the ranks of the PNP who are models of integrity, professionalism and selfless service, which hopefully will bring back public confidence and respect to the police force.###

A Dead Person Found  in Makati City

A male dead person was found lying face up on his bed inside  Room 606 of  A. Venue Suites, Makati City, Brgy Poblacion, Makati City at about 9:30 AM of January 17, 2011. Victim was identified as DOUGLAS POTTERDOUGLAS POTTER STEVEN, 65 years old, single, American National, currently billeted at the said room by ADRIAN KING y YUNCHINGTAT, 24 years old, single, residing at No. 06, 17th Avenue, Murphy Cubao, Quezon City.

Initial investigation conducted revealed that victim with his employed caregiver MARIE ZANTE, arrived in the country from the United States at about 11:45 AM of January 16, 2011 for a vacation. From the airport they proceeded to A. Venue Hotel located along the Makati Avenue, Brgy. Poblacion, Makati City together with Zante’s sister Cindy Sabando and her friends – Talita Villaruz and Adrian Almalbis. Douglas Potter occupied room 606 while MARIE ZANTE and company occupied room 903. At about 12:00 PM of January 16, 2011, Zante checked the victim inside his room who was snoring while sleeping at that time, she did not interrupt the victim instead she went back to there room. On January 17, 2011 at 8:00 a.m., Zante woke up and checked again the victim but failed to get inside the room as the access card that she was using was not working and since it was too early for the victim to be awaken, with her sister Cindy Sabando and Talita Villaruz, they left their room to buy food outside the hotel. But before they left, Zante instructed Adrian to check the victim in his room and bring him down for breakfast. However, at around 9:30 AM of same day, Adrian called her up and informed her that the victim was no longer breathing and probably dead.

Ambulance from the Ospital Ng Makati arrived in the area and declared that the victim was dead.

Initial inquiry was conducted to the cadaver of the victim and noted that no signs of external/visible injuries. Victim’s cadaver was brought to the Filipinas Funeral Parlor for autopsy to determine the cause of death. Officer on case is PO3 Nilo Sadsad.###

3  Person Arrested  for Violation of RA 9165 (Dangerous Drug Act of 2002) and RA 8294 (Illegal Possession of Firearms ) at Brgy. Maharlika Taguig City

Three (3) Person were arrested by elements of Taguig City Police Station led by PSSUPT APOLINARIO, COP, Taguig City Police Station together with PSI CASAN ALI (C, PCP 2 Taguig City Police Station), PINSP JOSEPH AUSTRIA (C, INTEL/SAID), PINSP ARMAN BUBAL (C, SOU) and SWAT members   for Violation of RA 9165 (Dangerous Drug Act of 2002) and RA 8294 (Illegal     Possession of Firearms) at Brgy. Maharlika Taguig City at about 5:30 PM of January 15, 2011. The arrested suspects were identified ADMEN AKSA y ALAD or ADZMEN AKSA y HAJI or ADMEN AKSA  y ALAD or ADMEN AKSA y HAJI alias “Ilong”; MUHAMIN MASTRURA y TITING and TITING and OMAR MUKSAN y MACALANDA (all Muslims),  suspects in robbery hold-up incidents at LBC Dela Rosa Branch , Brgy. North Daang Hari, Taguig City including the other branches of LBC in Pasay City, Muntinlupa City, Las Piñas City, Parañaque City and the recent robbery hold-up at Brgy. Maharlika Village, Taguig City

Recovered also from the suspects possession were: two (2) cal .38 and one (1) cal .22 “paltik” and three (3)  medium size heat transparent plastic sachets all containing suspected Methamphetamine Hydro Chloride commonly known as “Shabu”  including one (1) unit of Suzuki motorcycle.

The said recovered evidence including the three (3) suspects were brought to Taguig City Police Station for investigation  and appropriate charges were being readied against them.###

A Malefactor Responsible in Shooting Incident- Wanted

The Paranaque City Police Station had launched a manhunt operation for the possible arrest of  one alias Nonoy Mata of unknown address who is responsible in shooting to death Rey Mago along Tramo 1 St., Barangay San Dionisio, Paranaque City at about 8:00 in the evening of January 14, 2011.

Initial investigation conducted revealed that prior to the incident, victim and suspect had a heated arguments and at the height of their altercation victim hit the suspect with a fist blow that causes the latter, alias Nonoy to fall down at the ground. At that juncture, suspect immediately pulled out a handgun from his waistline and shot the victim who at that time was about to walk away from the scene. Victim was brought at Dr Florencio Bernabe St., Memorial Hospital due to lone gunshot wound at his back where he later expired. Cadaver of the victim was moved to Loreto Funeral Homes, authorized PNP/NBI morgue for autopsy. ###

SPD Conducts Surprised Random Drug Tests

At least 87 personnel of the Southern Police District, PNP (SPD-PNP) underwent the surprised  random drug tests administered by the Philippine National Police Crime Laboratory (PNP CL) held at Headquarters, Southern Police District, Fort Andres Bonifacio, Taguig City at 2:00 o’clock p.m. today as part of the Philippine National Police’s campaign to weed out drug users from its ranks. The 87 policemen were just the first batch from its personnel who will undergo the test.

The drug test was initiated by the SPD hierarchy headed by PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, SPD Director particularly to its personnel who are performing sensitive operations, usually assigned    in Anti-Illegal Drug Units and are deployed to run drug violators and other crimes.

Out of the 87 who undergo the drug test, 50 are personnel assigned with the Anti-Illegal Drug Units/offices of the seven (7) Police Stations under SPD while 37 are randomly picked by members of the SPD Command Group headed by PSSUPT JAMES B BUCAYU, Deputy District Director for Administration (DDDA) and PSSUPT ROLANDO E ASUNCION, Chief Directorial Staff (CDS).

There should be no iota of doubt on persons assigned at our units for the general public to believe what the PNP organization is doing. And we are reviewing all the records of our personnel involved in the fight against illegal drugs and relieve them immediately if found to have dubious records and will be subjected to summary dismissal proceedings. The relief however, of any PNP personnel does not mean that he is guilty of any charges but the PNP is only maintaining an image of incorruptibility in the war against illegal drugs.

Mexican National Arrested  for Theft

A case of theft (salisi)  is being investigated by the Pasay City Police wherein the suspect  is one  Roberto Valdez , Mexican National from Tiwana Mexico, who is temporarily billeted at SOGO Hotel, Malate, Manila.

The investigation being conducted arose from the complaint of Manuel Moreno, businessman who alleged that that on or about 11:10 p.m. of January 13, 2011 while aforementioned victim was busy  in playing a poker at  Casino located at the ground floor of Resort World, Newport City, Villamor, Pasay City he placed his hand bag containing cash money in one of the chairs behind him, suspect stood behind him and pretending to be just enjoying watching the game. Minutes later, victim noticed that the suspect took his bag and walk away  prompted  the activity coordinators to take the suspect  which they did found in Bacarrat area but the bag was no longer at hand.

Suspect was confronted by the victim asking where the bag is, but suspect remained silent. Victim and suspect were brought  at the Security Office of the said establishment and subsequently brought at Investigation Office of Pasay City Police Station. Thorough investigation conducted revealed that suspect was the same person who was responsible for theft case committed sometime in December 2010 where an  unidentified victim allegedly lost cash money amounting to  Php 300,000.00. We will Train our Personnel to his basic job with Competence - SPD

The  Southern Police District (SPD) under the able leadership of PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District Director thru the District Special Training Unit (DSTU) had administered a written examination to  the 193 police recruits undergoing the On the- Job training within SPD units/offices  at 8:00 o’clock this morning at HSPD Grandstand, Fort Andres Bonifacio, Taguig City.

The written examination given is one way to ascertain whether or not the new police recruits were able to acquire skills and techniques or learn new processes and methods more effectively involving actual experience and assignment in patrol, traffic and investigation as a requirement for permanency of their appointment under the direction or instruction of a training instructor or supervisor.

The activity undertaken is also based on premise to allow the PNP the opportunity to observe the fitness of a police recruit while at work, and to ascertain if he will become a proper and efficient officer in the future, their satisfactory performance rests during the period, all that we have to do is to emphasize foundation training, focusing on individual capacity development and character building.###

Alleged Robbery Hold-up Incident at LBC Branch in Pasay City

An alleged robbery hold-up incident transpired at about 4:00PM, January 12, 2011 at LBC Branch located at Plaza De La Rosa, North Daang Hari, Pasay City. The incident was immediately reported by a concerned citizen to Pasay City Police Station. Immediately, thereafter, personnel of PCP 3, Pasay City Police Station led by PSI REY VILORIA Chief, PCP3 having jurisdiction in the aforementioned area were dispatched  to verify the veracity of the report.

Initial investigation disclosed that the said incident happened OOA 3:45PM, January 12, 2011. According to the victims Emely Delco (LBC employee), Camilo Castro Jr (customer), Joy Pastoral (customer) and Era Pabon (LBC employee), the suspects were three (3) unidentified malefactors armed with unknown caliber of firearms. Said suspects forcibly took two (2) cell phones of the victim and cash money amounting to more or less Twenty Eight Thousand Five Hundred Pesos (Php28, 500) and fled to unknown direction. Case is under investigation and follow-up.###

2 Pedicab Driver responsible in Mauling

Elements of Pasay City Police Station is now conducting a manhunt operations against two (2) pedicab driver  who were responsible in mauling a driver of Private Utility Vehicle (PUV) , a Mitsubishi Adventure with plate number TXH 157, color white  that they accidentally  bumped/ hit  last night at 7:45 p.m., January 11, 2011 along Roxas Blvd., Pasay City fronting Diplomat Building.

Victim  who was still unconscious  at San Juan De Dios Hospital in Pasay City was identified through his his driver’s license as  Melencio Parole Lizarendo, of legal age and residing at No. 177 Sampaguita Hills, UPS4 MGV, Paranaque City due to  head injuries sustained from the two (2) pedicab driver, one whom identified only as alyas “Saru”

Accordingly,  prior to the discovery of the victim, two (2) pedicab drivers were allegedly engaged into a fist fight .During their  fight, the duo accidentally bumped victim’s vehicle while traversing along Roxas Blvd.  Victim alighted to confront the said persons however, the suspects did then and there aid with each other mauled and beaten up the suspect’s head until he became unconscious and bloodied. The victim (driver) was brought to the hospital for treatment by a concerned citizens identified as Justine Paul Magdangal y Rivera and Jake Cruz, also a pedicab.

Motive of the incident is still unknown. On the other hand, elements of Pasay City Police Station are now conducting follow-up operation for possible identification of the suspects. P02 Giovanni R Arcinue and P03 Genomar Geraldino, officer on case. ###

Construction Worker Electrocuted

A construction worker was electrocuted at the 3rd floor, Area II Shopping Mall along Taft Ave, Pasay City on or about 4:20 PM, January 12, 2011. Victim who sustained electrical burn injuries the whole part of his body and who was presently confined at Pasay City General Hospital was identified as one Francis Adupe De Asis, 30 years old, single, construction worker and resident of Brgy Commonwealth, Quezon City.

Initial investigation disclosed that prior to the incident, victim together with his four (4) co-workers were preparing the forms for the slab and beam of the 3rd floor, when accidentally the victims body touched the high tension wire of MERALCO line along Taft Ave, Pasay City. Upon seeing the incident, one of his co-workers, Angelo Dayot immediately pulled the victim on his safety belt enable him to free from being electrocuted, thereafter  was rushed to the  hospital were he was still under observation.

Case is under investigation and follow-up. Officers on case SP02 Leo Labrador and P03 Genomar Geraldino. ###

Person Arrested for Violation of PD 1866 as amended by RA 8294

(Illegal Possession of Firearm)

To counter criminal elements riding in-tandem on motorcycles, elements of Motorcycle Anti- Street Crime Operatives (MASCO) of Paranaque City Police Station while conducting “Oplan Sita” infront of area 510 KTV along Roxas Blvd, Baclaran, Paranaque City arrested one (1) male motorcycle rider identified as Cirilo Villasan Nardo, 29 years old, married, driver body guard, resident of Sitio Bacood, Pason Tamo, Quezon City on board his Honda XRM Motorcycle with plate number 6657NH color red. Subject was flagged down due to a bulky item tucked-in on his waist that resulted to the discovery of one (1) ARMSCOR 9MM Pistol with serial number 1224704 with eighteen (18) pieces live ammunitions and two (2) pieces magazines. Upon verification of the said pistol, suspect presented his updated firearm license card but failed to present his permit to carry firearms outside residence (PTCFOR) hence his arrest.

Lateral coordination with Firearms and Explosive Division in Camp Crame, Quezon City was undertaken to determine further the authenticity of documents being at hand.

A case of violation of PD1866 as amended by RA 8294 (Illegal Possession of Firearm) is being readied against the suspect. ###

Suspicious Box Left Unattended Infront of Philippine School of the Deaf

A suspicious box was left unattended at waiting shed in front of Philippine School of the Deaf along Harrison St., Pasay City at about 12: 40 p.m. today. The said suspicious box was reported to Pasay City Police Station. Acting on the report EOD Team was immediately dispatched to check on the veracity of the report. Initially, the box contained suspected items, thus the area was cordoned off. Traffic rerouting scheme was also implemented. At about 2:10 p.m., PSSUPT NAPOLEON CUATON, Chief of Police, Pasay City Police Station ordered the EOD Team to undertake Water Charging Blasting. No secondary explosion happened.

Examination of the contents of the blasted box is on going.###

Shooting Incident In Muntinlupa City

A shooting incident transpired at about 12:10 p.m., January 11, 2011 along Bautista St., Bayanan, Muntinlupa City wherein the victim was identified as Ricky Alcantara. Victim  was brought to the Alabang Medical Center in Montillano St., Alabang due to a lone  gunshot wound on his throat but was later on declared clinically dead by the attending physician.

Acting with dispatched, elements of the Mobile Patrol Unit of Muntinlupa City Police Station immediately proceeded in the area wherein the alleged suspect approached them and surrendered the firearms used and a bolo almost 24 inches long which he allegedly recovered from the possession of the victim, Ricky Alcantara. Subject suspect was later on identified as PO1 Rexell Gabelo, under custody of Muntinlupa City Polie Station. Officer on case, PO3 Rondaje II and PO3 Santiago.

With the immediate response of our PNP personnel on the ground, it only shows that your PNP want to assure the general public that we do not tolerate neither condoned any wrong doings committed by our fellow PNP personnel, that the safety and security of the public is paramount. Any serious acts or violations committed will be investigated and treated accordingly without fear or favor. ###

Person Arrested for Theft and Violation of B.P. 6

(Illegal Possession of Deadly Weapon)

A suspect for theft and Violation of BB 6 (Illegal Possession of Deadly Weapon) was arrested by elements of Pasay City Traffic Enforcers namely: Rodolfo N. Magadia, Ronnie B. Patinio, Roben C. Pableo and Jaime Olat Jr. on or about 9:30 AM January 10, 2011 along Buendia Avenue, Pasay City. Victim was identified as Ms. Seo-hyun Park (contract worker), 23 years old, single, call center agent of Telephone Easy English Inc. located at Salcedo Village, Dasmarinas Cavite. The incident took place when Ms Park was walking along Buendia at about 8:20 a.m., when suspect came from behind  took/carted away her worn gold necklace with crucifix pendant amounting to sixteen thousand five hundred pesos (Php 16,500.00). The arrested suspect was identified as Mr. James Fajardo y Mendez, 23 years old, single, jobless, member of sigue-sigue sputnik gang, and a native of San Rafael Kagsawa, Albay and with no permanent address in Metro Manila. Recovered also from the suspect possession and control is a fan knife measuring more or less eight (8) inches long including the handle and the necklace of the victim minus its pendant.

Mr. James Fajardo was properly turned over to Pasay City Station Investigation Division and Management Section, were he was booked and charged for Theft and Violation of B.P. 6 (Illegal Possession of Deadly Weapon). Arrested suspect was brought to Pasay City Prosecutor’s Office for inquest proceedings thru Assistant City Prosecutor Jonny N Umpong, the case was docketed under ISXV-13-INQ-11-00032. Based on the minute of resolution, giving merit with the evidence presented, the suspect was detained as charged. ###

ARREST OF RIDING IN TANDEM SUSPECTS

Elements of Intelligence Section of Pasay City Police Station arrested two persons riding tandem on motorcycle, a Yamaha Mio Soul, color black/orange with a folded plate number 7253 CR which is a clear violation of RA 4136 otherwise known as Land Transportation and Traffic Code of the Philippines (Driving without License) roaming along Service Road of EDSA, in front of Copacobana Hotel, Pasay City on or about 5:30 PM, January 10, 2011. The initial violation also resulted to the holding of the two suspects which when searched, found at the possession of the second suspect, one firearm, .45 caliber, colt with serial number 362744, loaded with one magazine and seven pieces of live ammunition but without any legal documents (Violation of PD 1866 as amended by RA 8294).

Arrested suspects were identified as 1st suspect ERICK DE LA CRUZ y LOPEZ, 30 years old, common law husband, jobless, residing at 208 Pildera 2, Pasay City, and 2nd suspect ARTURO SANTOS y ROCO, 24 years old, jobless, residing at Block G-Lot 5, Barangay San Lorenzo 2, Dasmarinas Cavite.

The suspects  was also  positively identified  JAEN KAREN KIM y CALLEJA, 25 years old, married, jobless, residing at E-159 A4, Loreto Street Sampaloc Manila as the same persons who held her up on or about 10:30 PM, January 9, 2011 along Service Road of EDSA, in front of Copacobana Pasay City.  Officer-on-Case is PO3 Rodolfo L. Suquina of SIDMS, Pasay City.

Person Responsible for Stabbing Surrendered

A person responsible in stabbing incident that transpired along Balagbag CKHAI Merville, Pasay City at about 12:00 a.m., of January 9, 2011  surrendered to the responding elements of PCP 10, Pasay City Police Station led by PO2 Lito Mendoza  and company with the bladed weapon used. The suspect who admitted having repeatedly stabbed victim Manolito Medrano y Diaz, 57 years old, married, jobless, and a resident of # 109 Balagbag Merville, Pasay City as the latter mashed the breast of her girlfriend was identified as Marlon Asuncion y Oguerra, 21 years old, single, jobless, and a resident of # 80-U Karingal Street Balagbag Merville, Pasay City.

Victim who sustained multiple stabbed wounds on his chest and right thumb with the used of bread knife taken by the suspect from the victim, as victim tried to stabbed the former (suspect)  was brought to San Juan de Dios Hospital for medical treatment and presently confined thereat.

uspect was arrested and booked for frustrated homicide and was brought for inquest at about 3:40 PM January 9, 2011 before inquest Prosecutor Napoleon O. Matienzo. Suspect was temporarily detained at Station Investigation Division Management Section (SIDMS) of Pasay City Police Station while waiting for the commitment order from RTC/MTC to BJMP, Pasay City.###

SPD – PNP Celebrates 17th PNP Ethics Day

The Southern Police District (SPD) headed by PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District Director spearheaded the celebration of 17th PNP Ethics day. The celebration was started with a Flag Raising Ceremony at HSPD Grandstand with Honorable Mayor Jaime “Joey C Medina, Mayor of the Municipality of Pateros as the Guest of Honor an Speaker. During his speech, he thanked the Southern Police District for its untiring commitment to serve and protect our people  in order  to achieve lasting peace and prosperity. He also emphasized to  build a God-centered, service-oriented and family based Philippine National Police. Let us all joined hands, putting our best foot forward, giving our best and working together to reach for the top.

After the Flag Raising Ceremony,  Lecture/Seminar of Values Formation and Moral Recovery was held at Our San Lorenzo Chapel from 8:30 a.m. – 11:30 a.m. which focuses on character relationship, helping people to grow and share, initiative, focus and problem solving followed by a Holy Mass officiated by Rev. Fr. Teddy David attended by PNP uniformed and non-uniformed personnel of this office. ###

SPD Commends Three (3) of its Personnel

PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District Director commends three (3) of its personnel this morning at 7:00 o’clock during the Traditional Monday Flag Raising Ceremony at HSPD Grandstand, Fort Andres Bonifacio, Taguig City.

The three (3) PNP personnel that were awarded with Letter of Commendation were PSI FERNANDO LIPATA, SPO1 Clemente Orpilla and PO2 Sadar Arab all in Taguig City Police Station for their honesty and alertness in the performance of their assigned duty for the recovery of one (1) black attaché’ case along DBP Road, FTI Complex, Taguig City on December 16, 2010 while monitoring he traffic flow in the area. The attaché case contained American Passport of  Fr Dean William of Everest Academy, Global Fort Bonifacio, Taguig City; USS 2,549.00 equivalent to Php 115,000.00; Php 3,400.00, several pieces of signed blank checks and other travel documents. The recovered attaché’ case and all its contents were returned to Fr Dean William.

The actions undertaken by the policemen only bespeak well of their commitment to serve and protect the people, and regained the trust and confidence of the people to the PNP, thus adding more prestige and glory to the SPD and the PNP Organization as a whole.###

Person Arrested for Violation of PD 1866 as Amended by RA 8294 (Illegal Possession of Firearm and Ammunition  and Attempted Homicide)

Three (3) persons were arrested for illegal possession of firearms and ammunitions and attempted homicide at about 1:45 AM of January 9, 2011 infront of Barangay hall of Brgy. 39, Zone 5, Pasay City by Barangay Tanod John Paul Sepulvida and Barangay Tanod Levi Crisostomo The  arrested  person who is in possession possession of a .22 caliber magnum revolver Black Widow (North American Arms) without serial number with four (4) live ammunitions and two (2) spent shell was identified as EDMUND QUIRUBENIS y TORCELINO, 17 yrs old, born on January 14, 1993, OSY, residing at Blk 12, Lot 18 Don Carlos Village, Pasay City  while  his cohorts who are attempting to kill Ma. SOCORRO PEDRAJITA y BARCILLANO 25 yrs old, married, jobless, residing at #55 Manggahan St., Merville Paranaque City and ERALD BUGANAN y ASIS, 17 yrs old, student, residing at #2303 Lapu-Lapu St., Baclaran, Paranaque City were identified as MARK JASON MAYUGA y GESITE, 18 yrs old, born on January 13, 1993, OSY, presently residing at #659 Lt. Garcia St., Baclaran, Paranaque City and JOHN MARTE SANCHEZ y SOSAYA, 17 yrs old, born on January 13, 1993, OSY, residing at # 2303 Lapu-Lapu St., Baclaran, Paranaque .

Arrested suspects after investigation were brought for inquest before the Pasay City Prosecutors Office.  Officers-on-case, PO2 Melvin Garcia and PO2 Dennie Desalisa.###

SPD Anti-Carnapping Unit Arrested Four (4) Carnapping Suspects

and Recovered Two (2) Motorcycle Units

In a continuing effort to curb  syndicates/ group engaged in carnapping activities, elements of the District Anti-Carnapping Unit led by SPO3 Levi J Dimaala during a follow-up operations on January 8, 2011 at 6:00 p.m. at Barangay Tanyag, Taguig City arrested four (4) carnapping suspects identified as: Dennis Carreon Quiray, 27 years old, Married, Employee of DST Watson Taguig, native of UPS 4, Parañaque City and a resident of Lopena Compound, Sunrise Drive, Fourth Estate Subd., Parañaque City; Yosef Philindo Udtuhan Mahmud, 23 years old, Single, Warehouseman of Watson, native of Cogon Vencer, Balingasag, Misamis Oriental and presently residing at # 6, Camella Homes, Orchid St., Mabolo 3, Bacoor, Cavite; Larry Mora Nielo, 36 years old, Married, Computer Technician, native of Tacloban, Leyte and a resident of # 20 Jasmin St., Perpetual Village, Taguig City, and Mark Ryann de la Torre Ramos, 28 years old,  Painter Technician, native of Lupao, Nueva Ecija and a resident of # 3, South Daang Hari, Bgy. Tanyag, Purok 10, Tagauig City.

The arrest of the suspects also led to the  recovery of the two (2) motorcycle units  described as follows : Honda Wave 125  with motor  number KVL10E000592 and chassis number KVL10000598 and Honda ANF 125 MC with plate number UB 5493 and with motor  and chassis number NF125MDE8001799 and KPH10024001799 which was reported stolen while parked at the Parking Lot of Marvin Plaza Bldg, Makati City last December 23, 2010. The said motorcycles, despite being cannibalized, was positively identified by the owner as his MC through the engine and chassis numbers.

Appropriate charges is now being readied against the arrested suspects by   ANCAR/TEU of SPD.

2 Persons Arrested for Theft and Frustrated Homicide

At about 12:00 PM of January 7, 2011, theft and shooting incident transpired along Andrew Avenue near Villamor Airbase Hospital, Pasay City. A certain Warlito Clarang y Orong, 29 years old, a time keeper and a stay-in employee of New Port City located at Villamor Airbase, Pasay City was allegedly shot in his buttocks by Security Guard Raul Panganiban y Bullos, 45 years old, married and presently employed at Skyhawk Security Agency with office address at No. 987 Tolentino Street, Sampaloc Manila. SG Panganiban alleged that he was in his official duty at New Port City when he arrested Mr. Clarang together with his companion Mr. Christian Acosta y Degamo, 21 years old, single and stay-in laborer of New Port City for stealing a copper water pipe at Remington Hotel. While in his custody, Mr. Clarang requested to get his I.D. at their barracks and along the way Mr. Clarang tried to grab the service firearm of SG Panganiban but when he cannot get the said firearms he just ran away that prompted SG Panganiban to shoot him.

The shot was heard by the Pasay PNP who were then patrolling at that time, they responded and brought the wounded Mr. Clarang to Pasay General Hospital for treatment while SG Panganiban voluntary surrendered to the responding policemen and turned over his service firearm a caliber 38 revolver (Squares Bingham) with serial number 1096836, with fire arms license No. 0008774G00429674, with three (3) empty shells from its cylinder.

The said firearm was subsequently brought to SPD Crime Laboratory for ballistic examination. On the SG Panganiban refused to undergo the paraffin test but admitted that he is the one who shot Mr. Clarang. SG Panganiban and Mr. Clarang are subject for inquest proceedings before the Pasay City Prosecutors Office. ###

36 Persons Arrested for Illegal Gambling

In a continuing effort against illegal gambling, joint elements of the District Intelligence and Operation Unit of DID-SPD and Parañaque City Police Station arrested 36 persons in Paranaque City at about 8:05 p.m. of January 7, 2011 caught in the act of collecting bets for illegal number game which turned-out to be  jai-alai bookies. Confiscated from the arrested suspects are gambling paraphernalia and cash bet amounting to Seven Thousand Pesos (P7, 000.00).

The campaign against illegal gambling is relentlessly being undertaken with the active support and cooperation of the community.###

1 Died and 1 Injured on a Stabbing Incident in Makati

A stabbing incident that took place at house No. 3909 Macabulos St, Brgy Bangkal, Makati City at about 2:00 AM of January 8, 2011 that resulted in the untimely demise of CHRISTMA RAMOS y ANGOSTIA, 21 years old, single, who sustained stab wounds on the different parts of her body and injury to the head and right hand of her brother CHRISTOPHER RAMOS y ANGOSTIA, 18 years old. The duo were rushed to the Ospital ng Makati in, Malugay St., Bel-Air, Makati City by Brgy. Bangkal Rescue.  Suspect identified as ERNESTO CARURUCAN y CUENCA, 22 years old, live-in partner of victim Christma and also residing at the aforementioned address was arrested with the knife used in stabbing the victims.

Initial investigation disclosed that shortly before the incident took place CHRISTMA RAMOS and ERNESTO CARURUCAN, had a heated argument because CHRISTMA arrived late at their house. On the process, suspect armed with a knife, stabbed the victim several times on the different parts of her body and on the occasion thereof, mother of the victim and her brother CHRISTOPHER went down to verify what was really happening on their room. The suspect also attacked them and stabbed CHRISTOPHER on his head and right hand.

Cadaver of the victim was still at the hospital morgue waiting for the disposition of her relatives.###

Reckless Imprudence Resulting To Homicide

At about 10:40 PM of January 8, 2011 Elements of the Muntinlupa City Police Station led PO2 Joeflynn S. Taborete and PO1 Michael Cuarto brought one ANGELO TARROBAGO y BRAGAIS, 23 years old, male, single, presently residing at Patdu Compound Sun Flower St., South Green Heights Putatan, Muntinlupa City and a driver of Honda Motorcycle bearing plate no. TR 4745, to the Muntinlupa City Police Station Traffic Enforcement Unit, who allegedly hit/bumped the pedestrian/victim along Estanislao St., in front of Camella Homes I Putatan, Muntinlupa City. The alleged pedestrian/victim was brought through an Ambulance by the Brgy. Putatan Personnel at MCM hospital for medical treatment.

Duty investigator, PO3 Henry Sayson together with PO2 Romano S Medina and photographer Edward Tamayo were officially dispatched on board MC 519 at MCM Hospital to conduct investigation thereat. The pedestrian/victim was later identified as one REBECCA BOLFANGO y ALEJENRO, 59m years old, female, single, a resident of B-1 L-5 Camella Drive Camella Homes I Putatan, Muntinlupa City was declared dead on arrival by the attending physician Dr. Winston Cristobal.

Driver/respondent, TARROBAGO was detained at the Muntinlupa City Police Station Traffic Enforcement Unit for a case of Reckless Imprudence Resulting to Homicide at the Muntinlupa City Prosecutor’s Office.###

Found Dead Body, Alleged Victim of Shooting Incident

A dead body, an alleged victim of shooting incident was found at about 1:15 p.m., January 7, 2011 at # 357 Compound, Edang St., Pasay City. Victim was identified as Liberty Villamor Alloso, 33 years old, vegetable vendor and a resident of the aforementioned address who sustained multiple gunshot wounds on the head by still unidentified suspect/s.

Initial investigation conducted revealed that prior to the incident, while victim and her helper Winie Ortonio y Pajares, 23 years old, witness to the incident were eating their lunch at the table situated at the open lot (vacant lot) of the said address, a lone gunshot emanating from behind was heard by the herein witness, Winie Ortonio. Thereafter, noticed that victim fell on the ground. Ortonio immediately run and seek for an assistance leaving the victim. When he returned, victim was already lying on the ground and blood was oozing on her head.

SOCO SPD led by PI MONDIA conducted technical investigation at the crime scene and recovered three (3) spent shells of .45 caliber. Victim’s cadaver was moved to Veronica Funeral Parlor for autopsy.

Motorcycle Accident  Resulted to the Death of Verna Liza Udtujan

and Physical Injury of PO1 Jerry Gumabay

At about 12:10a.m., January 7, 2010 a vehicular accident transpired along C-5 Exit Road near Army Adventure Zone, Western Bicutan Taguig City that resulted to the death of Verna Liza Udtujan y Borja, 22 years old single, native of Surigao del Norte and physical injury of PO1 Jerry Gumabay y Cong-Co, PNP, 27 years old, single, presently assigned at SPD Tactical Operations Center (SPD-TOC) and both residing at #467 MLQ, Lower Bicutan Taguig City.

Investigation conducted revealed that while victims riding in tandem with a Honda XRM with plate number ZP-2228 along C-5 exit road near Army Adventure Zone, Western Bicutan Taguig City when they meet an accident (self accident), motorcycle hitting head on the concrete barrier thereat. As a result thereof both victims sustained serious injuries. Both victims were brought to Taguig Pateros District Hospital by the responding MMDA personnel, however, victim Udtujan declared dead on arrival (DOA) by the attending physician, while PO1 Gumabay able to survive and was transferred to Rizal Medical Center Pasig City but later on referred to The Medical City in Pasig for further Medical treatment.###

An Isuzu Elf (Close Van), Forcibly Taken and Robbed  by Five (5)

Unidentified Armed Suspects

An Isuzu Elf (Close Van), with plate no. RGR-240 loaded with a Mead Johnson Products (Powder Milk) from Calawan, Pasig Warehouse and was about to be delivered at Robinson Imus and Robinson Dasmarinas Cavite by its crews, identified as Mandy Sumalinog y Tilapan, 28 years old, driver and a resident of Block 24 Excess Lot, Brgy. Santa Maria, Dasmarinas Cavite City; Regie Tuliba y Martinigo, 27 years old, helper and a resident of Block 188 Excess Lot, Phase 4 Paliparan 3, Dasmarinas Cavite, and  Ramie Poblacion y Talamor, 29 years old, helper and a resident of Sitio Libjo Brgy. Santo Nino, Paranaque City and all of J. P. Juanzo Incorporated, was forcibly taken by five (5) unidentified armed suspects onboard CRV, color red without plate number  at about 11:00 PM of January 3, 2011, along Bricktown Subdivision, Barangay Moonwalk, Paranaque City. The CRV blocked the Isuzu Elf (closevan) path, forcing the driver (Mandy Sumalinog) to pull-over.

One of the suspects allegedly armed with a handgun and wearing a light blue Police Uniform alighted from the vehicle (CRV) thereafter held them inside the CRV  were they were threatened, hogtied and were divested of their cash money and cellphone. Victims were then left by the suspects in a dimly portion of Manggahan Sun Valley, Paranaque City. On the other hand, the delivery vehicle was later found abandoned at Makati City by the personnel of the aforementioned company, minus the merchandise. A manhunt operation was now being conducted by Paranaque Police for the possible identification and apprehension of the suspects.###

Boxes of High and Low Powered Ammos Found in a Pile of Garbage in Pasay

A garbage collector found boxes of ammunition for high powered and low powered firearms in a pile of garbage along Galvez Road, Figueroa Street, Pasay City on January 3, 2011. The matter was immediately reported to Pasay City Police Station wherein the responding policemen was able to recovered 50 rounds Super .38 pistol ammunitions, 50 rounds for . 30 caliber sub machine gun; 35 rounds for .9mm; 27 rounds .45 caliber pistol; 5 rounds .40 caliber pistol; 5 rounds for .38 caliber (revolver) ;8 boxes of ammunitions for .22 caliber, 2 boxes of .22 caliber rifle; 14 boxes of ammunitions for 12 guage shotgun.

Meanwhile, PSSUPT NAPOLEON CUATON, Chief of Police of Pasay, ordered the conduct of an in-depth investigation to trace the possible source of the recovered ammunitions considering that the site where the ammunitions is near the office of the Dasia Security Agency.

All the recovered ammunitions were brought to the Pasay City SWAT office for safekeeping. ###

4 Female Minors Rescued in Pasay KTV Bar

Joint elements of Pasay City Women and Children Protection Desk (WCPD) and Special Operations Unit (SOU) led by PSINSP MELVIN MONTANTE rescued 41 Guest Relation Officer (GRO), majority of which are minors following a raid conducted at about 12:30 p.m., January 5, 2011 at Club 9 KTV Bar locate along Roxas Boulevard, Pasay City.

The operations conducted by the lawmen was based on the  complaint of  Mrs. Lorenda Gomez, 58 years old and a resident of 9238 Pateros St., Brgy Olympia, Makati City whose grand daughter had gone awol for days. And that, accordingly, an information was received by her that her grand daughter, 17 years old was seen working as GRO at Club 9 KTV Bar in Pasay City  with other female minors.  Pasay City Police Station taking cognizance on the report immediately formed a team and proceeded at the aforesaid place which resulted to the rescue of Mrs. Gomez grand daughter, her cousin and two other female minors.

The four (4) female minors were included in the 41 GROs that were brought to the Pasay City Police Station.###

New Year’s Call to DD, SPD

The officers and men of the Southern Police District spearheaded by no less than PSSUPT JAMES B BUCAYU, Deputy District Director for Administration (DDDA), members of the Command Group, Directorial Staffs, Chiefs of Police of the seven (7) Police Stations, Chiefs of support unit/offices paid their New Year’s Call  to PCSUPT JOSE ARNE M DE LOS SANTOS, PhD., District Director, SPD this morning at 6:30 a.m. followed by the Traditional Monday Flag Raising Ceremony which was held at the HSPD Grandstand, Fort Andres Bonifacio, Taguig City.

The program started with an invocation  by Rev. Fr Teddy David, SPD, District Chaplain, thereafter a message was delivered by the District Director . In his message, DD  thank our Lord  for good health, good tidings and good cheers. For all the things He brought into our lives and for the times He has been there for us through our family, friends and even strangers who stood by us in good times and in bad times for the past year. He also thank the officers and men of SPD for working with  him hand and hand. He  said that “in this spirit, let’s not only celebrate, but also repent and start afresh. Let us offer to Him our lives as we ask for His graces and blessings as we continue and go on with the many journeys.

Year 2011 according to him, stretches across us like a horizon, filled with opportunities to be explored and challenges to be overcome. As we celebrate another milestone in our history, let us not forget the lessons we have learned from the past and continue to work together for the development of our country... our organization and people. Build on the gains of the past year and move more aggressively forward in our continuing war against crime, insurgency, and terrorism." "Fuel our anti-criminality and security operations with more aggressive action.”

On Firearm’s Muzzle

The  sealing off the muzzles of service firearms of the  police personnel both long and short was conducted last December 27, 2010  as part of the campaign on indiscriminate firing/illegal discharge of firearms  during the coming New Year’s revelry.

To make certain that no SPD personnel had fired their service firearms during the holidays, the  Southern Police District (SPD) under the leadership of   PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District Director spearheaded the  inspection  and removal of tape (masking tapes) on the muzzle of service firearms of SPD personnel together with the members of its Command Group and Directorial Staffs at 8:00 o’clock this morning, immediately after the Flag Raising Ceremony at HSPD Grandstand, Fort Bonifacio, Taguig City.

During the inspection, no personnel was found to have violated the directive.The District Director, thank all the officers and men of SPD for their support and cooperation for strictly adhering with the PNP’s directive.###

SPD Crime Incidents for CY 2010 Decreased by 51% as Compared to CY 2009

The Southern Police District is located in the Southern most part of Metro Manila. SPD is composed of the City Police Stations located in Pasay referred to as PS1, Makati (PS2), Paranaque (PS3), Las Pinas (PS4), Muntinlupa (PS5), and Taguig (PS6) and the Municipal Police Station in Pateros (PS7).  It covers a total area of 233.3 square hectares and serves a population of 3,809,535 dispersed in the districts’ 307 barangays. SPD is  considered as the Philippine Business District and Financial haven; host of international and local conferences and conventions; and seats of foreign embassies and residences of the diplomats. It is also where numerous vital installations are situated which include 4 foreign embassies, 29 consulates, 83 chancelleries, 700 banks, 391 pawnshops, 309 schools/universities, 100 gasoline stations, 126 hospitals/clinics, 186 churches, 134 bus terminals, 50 shopping malls, 77 24-hours convenience stores, 102 hotels/motels, 176 amusement centers, and 196 factories that requires a blanket of security and special attention.

Despite of the numerous vital installations situated in SPD where people/tourists are likely to stay and converge, still, the general peace and order situation in SPD is manageable. The efforts to further improve the peace and order situation in the Southern Metropolis Area gained more ground after crime incidents in the area decreased by more than 50 percent in 2010.

For the period from January to December  2010, a total of 6,592 crime incidents  were recorded for an Average Monthly Crime Rate (AMCR) of 14.42 for a population of 3,809,535. The figure was way below the 13,423 crime incidents  recorded in 2009 with an Average Monthly Crime Rate (AMCR) of 29.36, translating to a decrease of  6,840 crime incidents or 51%.

In 2009, of the total crime volume, 8,669 cases are considered cleared for a Crime Clearance Efficiency of 64.6% in which 5,311 cases were solved for a Crime Solution Efficiency of 39.6%. While in 2010, of the total crime volume, 4,721 cases are considered cleared for a Crime Clearance Efficiency of 71.6% in which 3,691 cases were solved for a Crime Solution Efficiency of 56.0%.

Crime volume in 2009 is 13,423 , index crime - 9,635 and non-index is 3,788. Under Index Crimes, theft had the most number of cases with 3,339 followed by  Physical Injury with 2,987 cases, Robbery has2,329 Carnapping with 595, Rape with 134, Homicide at 128 and Murder at 126.

While in 2010 the crime volume  in   index crimes is 4,476 and 2,116 non-index crimes. Under Index Crimes, theft had the most number of cases with 1,556 followed by Robbery with 1,308, Physical Injury has 945 cases, Carnapping with 306, Murder at 137, Rape with 125 and Homicide at 99.

The highest crime volume in 2009 was recorded in Makati City with 3,895, followed by Taguig  City with 2,567, Las Pinas City had 2,297 ,Pasay City recorded 1,762 cases, Paranaque City had 1,343, Muntinlupa City with 1,330 and Pateros with 229.

While in 2010 the highest crime volume was recorded in Pasay  City with 1,839, followed by Taguig  City with 1,449, Paranaque City had 1,304 ,Makati City recorded 754 cases, Muntinlupa City had 534, Las Pinas City with 505 and Pateros with 207.

This (decrease in crime rate) could have not been realized without the help and cooperation of the community and the public. It is a truism that the PNP’s efforts in the field of law enforcement play a very significant role in keeping our country safe, secured and peaceful. The PNP, however, cannot do this alone without the collective support, participation and effective partnership.

And to further improve the delivery of public safety services. We have to assess where we may be lagging in terms of security by evaluating our strength in terms of lair of influence and foresee possible plans in the future.  In line with this, lower units were given priority for the deployment of newly assigned police officers. The downloading of personnel from Regional Public Safety Battalion (RPSB) paved the way for the deployment of PCOs to police stations with depleted personnel strength. This further strengthens the District Public Safety Battalion.###

Carnapped Vehicle (Forcibly Taken) Recovered

Elements of the Taguig City Anti-Carnapping Unit, PCP 8, PCP 9  together with PSSUPT THOMAS C APOLINARIO, Chief of Police , Taguig City Police Station recovered an abandoned motor vehicle, a Honda City, color white with plate number WFY 580 along MRT Avenue (former Bayani Road) near Heritage Park on January 3, 2011 at 3:14 in the afternoon.

Accordingly, said vehicle was forcibly taken from its driver while parked along Marichu R Tinga Avenue (Waterfun), Barangay Western Bicutan, Taguig City on January 3, 2011 at about 2:00 p.m. The incident was monitored by the Duty Desk Officer when aired on the local radio frequency for flash alarm. Immediately thereafter, Duty Desk Officer relayed to same to personnel of PCP 8 of Taguig City Police station led by PO1 Efren S Ceniza, who was then manning the Police Assistance Center located at MRT Waterfun (minipark) and mobile patrol visibility along C5 Road. Personnel from DMS PCP 9, Anti-Carnapping Unit and PCP 8 were also dispatched led by PSSUPT TOMAS COLET APOLINARIO, COP Taguig Police Station.  After an hour of scouring, the said carnapped vehicle was found along MRT Avenue (Formerly Bayani Road) near Heritage Park. The abandoned vehicle was turned over to anti-carnapping unit in the presence of registered owner for proper disposition of the case.##

Victims of Firecrackers and Stray Bullet in SPD AOR lessened

To insure that the people will enjoy the Yuletide Season without any untoward incidents, your PNP in SPD had fully supported the “Iwas Paputok” campaign of the Department of Health and the Philippine National Police (PNP) and had worked round the clock, ever present and on alert to serve and protect the citizens while the whole nation is celebrating for the holiday seasons.  These little sacrifices made was the result of the minimal number of firecracker incidents and stray bullets within AOR from December 31, 2010 to January 2, 2011 wherein SPD only recorded a total of 54 incidents, 52 injury due firecrackers, 1 stray bullet and 1 explosion.

The recorded incidents in 2010 is a little bit lower than that of 2009 were it recorded 86 incidents. Your PNP had once again proved their worth  to serve our country and people in the finest tradition of service, honor and justice.###

Alleged Explosion Incident in Muntinlupa

An alleged explosion incident transpired inside the garage of the house of Col RESTITUTO GEMINA, 58 years old, married, commercial pilot of Philippine Airlines, former President of the Kagitingan Community Builders Association Incorporated and a resident of Block 1, lot 15, Phase III, Mutual Homes, Putatan, Muntinlupa City on December 31, 2010 at about 2:00 AM while members of the family where inside their house watching TV. The alleged explosion caused damages to the ceiling, flooring of the house and also to one (1) Toyota Fortuner, color gray, model 2006 with plate number ZGW-720 registered in the name of Col Gemina which was parked inside the garage due to the alleged explosion that was thrown by still unidentified perpetrators. Recovered in the area a  suspected burned debris of a wick blown into pieces and plastic container about 4x6x2 inches in dimension suspected containing the still undetermined kind of material.

Initial investigation conducted revealed that while his son identified as PATRICK GEMINA y PARAS, 27 years old, married, account executive, together with his wife  PATRIA BLANCA GEMINA y QUEROS, his son CLAUDIO GEMINA y QUEROS  and his two (2) sisters KATRINA MAY GEMINA y PARAS and SHERMAINE JOY GEMINA y PARAS  were inside their house  watching television they heard their dog barking and after a while they  heard that something was thrown inside their garage that prompted them to turn off the lights and look outside but nobody was around. Minutes later, they heard a loud explosion causing damaged on their properties.

Elements of Police Community Precinct 4, Muntinlupa City Police Station led by the PO3 MONROE JACINTO with three others and Explosive Ordinance Disposal led by PO3 JOSE FELIPE GRIJALDO with three others immediately responded at the said place. Subsequently elements of Station Investigation Section composed of SPO2 FELIX PAOR and SPO1 RONNIE TAMONDONG also proceeded at the crime scene to conduct investigation. The Muntinlupa City Police Station also sought the assistance of SPD Crime Laboratory Group to process the crime scene and to conduct further chemical analysis on the pieces of evidence recovered.###

Victim of Stray Bullet Dead on Arrival at Paranaque Doctor’s Hospital

A victim of stray bullet incident that transpired on 12:55 a.m., January 1, 2011 at Nr 208 Ladines Compound, Santo Nino St., Holy Family Village, Bagumbayan, Taguig City was declared Dead on Arrival (DOA) at the Paranaque Doctor’s Hospital, Paranaque City by attending physician Dr Marilou S Bongco due to the wound sustained on her left chest by a stray bullet of unknown caliber of firearm. Victim was identified as Myrna Magdalena Moreno y de la Cruz, 54 years old, married, housekeeper, native of Pangasinan and presently residing on the above given address.

Initial investigation conducted by elements of PCP 3 ,Paranaque City Police Station revealed that on the given date, time and place, while victim and her relatives where outside of their house for the New Year’s Celebration, victim lay down on the ground for unknown reason. Thereafter, victim was rushed by her relatives to Taguig Doctors Hospital at Bagumbayan and then transferred to Paranaque Doctor’s Hospital, Paranaque City, but declared on arrival (DOA) due to the wound sustained. Case under investigation. Officer on case, PO3 Eric Valle.###

3 Persons hit by a Shotgun Pellets coming from a “SUMPAK”

At 12 o’clock midnight of December 31, 2010, a shooting incident transpired at the basketball court of Evergreen Homes, Pulang Lupa 1, Las Pinas City that hits three (3) persons identified as Jon-jon Guevarra; Shena Lou Raquie and Noel Pesimo.

Accordingly, the three (3) victims where at the said area when they were hit by a  shotgun pellets coming from an improvised gun known as “sumpak” used by the suspect Ringgo Llabor. The three (3) injured victims were rushed to different hospital in the City for medical treatment while suspect Ringgo Llabor arrested. PO3 Vladimir Dimaapi, Officer on case.###
