HOLDING OF STCW INTERNATIONAL DIPLOMATIC CONFERENCE IN PICC, PASAY CITY
RECORDED ZERO CRIME INCIDENTS
The Philippines hosted the 2010 STCW International Diplomatic Conference at the PICC, Pasay City, from June 21 – 25, 2010 with the Department of Transportation and Communication (DOTC) as the lead agency. The Secretary General of the International Maritime Organization (IMO) other foreign dignitaries and their spouses attended the conference. They were billeted in different hotels in Metro Manila.
The SPD, concurrent with its mission and functions, provided security coverage which included route security, traffic management, area and hotel security and other related police functions in close coordination with other concerned agencies.
The Southern Police District activated the STG “SOUTH” headed by PCSUPT JOSE ARNE M DE LOS SANTOS, PhD, District Director, SPD as STG Commander and the PSSUPT HENRY P LOSANES, Deputy District Director for Operations (DDDO) as the Deputy Task Force Commander. SPD Security Coverage from June 21-27, 2010 covered the following areas:
a. AREA SECURITY –Control Points and Fixed Visibility Point (FVP). Within and around entire CCP Complex; PICC; billeting hotels and other areas within SPD AOR;
b. HOTEL SECURITY – at Sofitel Philippine Plaza Hotel; the Heritage Hotel; and Traders Hotel. Fifteen (15) PNCOs and one (1) PCO were detailed at each hotel per Day/Night Shift (24 hours). These personnel covered the Hotel Lobby, Driveway and its immediate vicinity. Police Assistance Desks (PADs) were also established at each hotel which was posted by two (2) female PNCOs.
STG “South” established four (4) Traffic Control Points (TCP) at the following areas: Roxas Boulevard corner Pedro Bucaneg; Vicente Sotto corner Roxas Boulevard; Vicente Sotto and Jalandoni Street; and Jalandoni Street corner Buendia Extension. These control points were jointly manned by Pasay PNP personnel and Pasay local Traffic Enforcement Unit for twenty four (24) hours.
A comprehensive parking plan was also mapped out to ensure the smooth flow of traffic within the CCP Complex
STG “South” deployed beat patrollers at different Malls/Entertainment centers to ensure the safety and security of the delegates and other participants during their leisure time. These areas covered Pasay City Makati City, Paraňaque City and Taguig City.
The five-day activity at the PICC was a success; no untoward incident was recorded involving the STCW delegates and their spouses/companions. This proved the concerted effort of the STG “SOUTH” Security Coverage at the PICC had been implemented to the fullest.
